It is thus appreciably a worse scale than the

existing one (which is a scale for Assistant

Auditors, not Senior Assistant Auditors); and it

compares quite unfavourably with the scales of

Senior Assistant Auditors in Tropical Africa, who

get free quarters worth at least £100 a year

and live in a less expensive Colony.

I understand that it is not proposed to approve

the scale of "Residential Allowances" mentioned in

the Vacancy Form; but I do not know what is to be

substituted. If it is to be

as I understand

it is intended to be an allowance to compensate

Hong Kong officers for the extra cost of living

in Hong Kong as compared with Tropical Africa, I

would point out that anything under £50 a year

would be derisory.

To make a reasonable allowance for no free

quarters and the higher cost of living, the total

emoluments of a Hong Kong officer ought, I

consider, to be at least £160 to £200 a year more

than the salary of a corresponding East African

officer

i.e. £80 to £100 a year for quarters

and £80 to £100 a year for cost of living.
